Following the publication of the survey of which the Executive summary follows it was decided to formulate a strategy to try and answer the serious questions posed and develop an action plan which would raise awareness, provide assistance to operatives and yet still be economically viable:

Executive Summary

This report presents an analysis of two surveys commissioned by the Options Employment Group Limited during 2003. Both were surveys of attitudes towards the Construction Skills Certification Scheme, the first of a sample of employers and the second of a sample of construction workers. The former sample is of firms who are customers of the Options Group and the latter sample is taken from the Options construction workers database.

As such they are not strictly representative of either contractors as a whole or the total construction workforce within the United Kingdom. The majority of construction workers on the Options database tend to be those who are indirectly employed temporary workers rather than directly employed permanent workers. However, it is reasonable to argue that this sample is representative of the more mobile and flexible constituent of the construction workforce. That is those workers who are generally regarded as being critical to the dynamism of the domestic construction industry. These are particularly important in a period such as that currently being experienced, when construction skills and labour are in greatest demand.

Supplementary data on CSCS has been taken from the regular trade survey run by Options/NOP published in the summer and winter of each year.

These surveys provide an insight into the attitudes of what many consider to be a particular and possibly marginal category of workers within the domestic construction industry. In spite of the obvious success of those responsible for managing the CSCS Scheme in increasing the general level of registration during the last few years, it would be remiss to ignore the need to monitor and enhance the level of skills of these workers who are among those who are making currently such a major contribution to the continuing growth in construction activity.
